There can be little doubt that the ramifications of this three-part study will have a profound influence on the delivery of physical therapy services in this country. I have been asked to comment on those issues identified in the study that in my opinion have the potential to have a direct bearing on physical therapy practice. The study has identified so many factors that have such possibilities, I had difficulty in selecting those I believed were the most critical. For that reason, I urge our members to review this report of the first phase of the 3-year study carefully and to express their reactions to the authors....
